Kansas officials see a solution to chronic homelessness and the burden placed on state institutions, jails and law enforcement in the work of a psychiatrist who believes mentally ill people can help themselves without any strings attached. The idea is to provide those who need treatment with unconditional housing and the support services they need, even if they are substance abusers who are likely to violate traditional program requirements for curfew and sobriety.

Housing instability among families and children can be detrimental to child welfare, health, economic, and other outcomes. Policymakers and service providers in these fields should consider weaving housing into their approaches. Treating instability at its roots can relieve the trade-offs and stress that emerge when no decent housing is affordable. Evidence indicates that affordable housing can improve a range of outcomes for families and—in combination with short-term or long-term services—help providers tackle complex challenges head-on.

People with mental health disabilities are vastly overrepresented in the population of people who experience homelessness. Of the more than 550,000 people in America who experienced homelessness on a given night in 2017, 1 in 5 had a mental illness. On Wednesday, October 24, President Trump signed into law bipartisan legislation, H.R. 6, the SUPPORT for Patients and Communities Act. This sweeping legislation contains many provisions that could help children, youth, and families experiencing homelessness who are impacted by the opioid crisis, as well as provisions to help all children and youth who experience trauma.

The Colorado Coalition for the Homeless created the Denver Housing First Collaborative (DHFC) in 2003 with funding provided by a collaboration of federal agencies. The DHFC involved CCH as the lead agency, Denver Department of Human Services (DDHS), Denver Health (DHHA), Arapahoe House, the Mental Health Center of Denver (MHCD) and the Denver VA Medical Center. Everyone needs safe, decent, stable housing. For some of the most vulnerable people in America — people with mental illness, chronic health conditions, histories of trauma, and other struggles — a home helps them to get adequate treatment and start on the path toward recovery. But some conditions make it difficult for people to maintain a stable home without additional help. On January 1, 2014, in states that have chosen to expand Medicaid eligibility under the Affordable Care Act, nearly all chronically homeless people who lacked health insurance became eligible for Medicaid. Time and again, taking a narrow view of health care has proven ineffective in producing meaningful change. Yet the current
thrust of health care reform remains firmly focused on traditional health care services. Reforms such as care coordination models and patient centered medical homes are necessary but insufficient for homeless populations with complex problems. On June 7, 2016 CSH invited a diverse group of national experts from the housing, homeless prevention, Substance Use Disorder (SUD) treatment, mental health, criminal justice and recovery fields for a special meeting on the topic of addiction recovery and housing.
