This study aims to quantify the costs of operating PSH—including both the costs of managing the property and providing supportive services—and examine what the implications of insufficient funding are for properties, staff, and residents. Working with a collaborative of seven affordable housing developers in the Bay Area, we analyzed data on operating and supportive services expenses to understand what influences the costs for 26 properties that include PSH units. We then explored how resident outcomes, including participation in resident services, on-time rent payments, and move outs, were associated with costs. We also conducted interviews and focus groups with 53 staff at the various organizations and properties, and held eight focus groups with 76 residents at different buildings to understand their experiences with services and how these resources impact their day-to-day lives. This report focuses specifically on the role of operating subsidies in managing PSH properties: future reports coming from this research study will explore other factors that influence the success of PSH.

Looking largely at the 2020-2021 school year, the report is chock-full of information about how schools apply research-based strategies in a variety of different contexts – from very different school systems across multiple states – to make research translate into positive experiences and outcomes for students and their teachers in three critical areas: • Instructional work, where math or English-language-arts teams, including instructional coaches, special-education teachers, and English learner/multilingual teachers, work to improve the quality of instruction within classrooms. • Early Warning and Response strategies, where grade-level or cross-functional teams work to create more supportive school environments, where young people are connected to adults, each other, and the school community. • Well-Matched Postsecondary initiatives, where school-based teams of counselors, service providers, district and school leaders, teachers, and other staff band together to implement evidence-based strategies and processes that support postsecondary application, enrollment, and persistence. At its heart, improvement is about learning. Each of these networks study their own work, and consistently and strategically make adaptations to increase their effectiveness as the organizational hub supporting schools. And they demonstrate how lessons need not fade away, but when codified, systematized, and shared, they can deepen our collective capacity to accelerate the field’s learning and growth.

We have an abundance of talent that is ready to reimagine early childhood and well-being in America for our youngest children and families, but we do not have an abundance of leadership experiences that nurture, propel, and position them as the dynamic leaders our country urgently needs. Leadership that reflects the full diversity and genius of our communities, sectors, identities, and lived experiences matters now more than ever. In Toward A More Equitable Tomorrow: A Landscape Analysis of Early Childhood Leadership, we uncover the essentials for future leadership investments that value and center equity—especially racial equity and inclusion—to surface new possibilities and equitable prosperity moving forward. Insights from stakeholders including state and federal cabinet directors, service providers, funders, and parents offer powerful perspectives to guide the future early childhood field, and guide those who seek to accelerate families’ well-being, educational success, and economic mobility. Ascend at the Aspen Institute is embracing this moment as a renewal, and also as a redoubling of our commitment to remake our systems and our society. This means centering children and families with a focus not simply on eliminating persistent inequities such as poverty, polarization, and racism, but on ensuring pathways to prosperity and well-being. A robust research base indicates the importance of high quality early care and education in relation to a host of long term health, education, and employment outcomes. The concept of “quality” in these programs has been the focus of much attention and resources, particularly over the last decade. Most states have established definitions of quality through quality rating and improvement systems (QRIS) and allocated accompanying resources to support early care and education providers to progress toward higher levels of quality. Unfortunately, with few exceptions, definitions of “quality” have been sorely lacking attention to equity and to the unique experiences that disproportionately affect children from historically marginalized communities. This report addresses a fundamental content flaw in QRISs by operationalizing equity indicators. These indicators are grounded and organized by the CEP’s 14 priorities to advance equity in early care and education systems, published in a 2020 report, in partnership with eight national organizations. States can use these indicators to inform QRIS redesign efforts to advance equity and improve transparency for families.

In March 2020, the COVID-19 pandemic forced many public housing authorities (PHAs) to quickly adjust their operational procedures to protect their staff while providing emergency assistance to residents. Many PHAs had to close their offices and convert to remote operations almost overnight, while staff focused on supporting their tenants by delivering them food, doing wellness checks for vulnerable residents, and ensuring they had access to and in some cases providing the technology needed for children to attend school remotely and isolated residents to remain connected to friends, family, and service providers. Moreover, as the economic crisis caused by the pandemic worsened, PHAs were under pressure to rapidly adjust rents for tenants who had lost income and process housing choice voucher (HCV) applications so people could use their vouchers to find housing. This brief provides insights into how public housing authorities used additional flexibilities that became available through a series of HUD-issued regulatory and statutory waivers, and makes the case for the potential benefits for added flexibilities for the HCV and public housing programs going forward.

The role of public and nonprofit hospitals and hospital systems in supportive housing is not an obvious one at first glance. Traditionally, the role of nonprofit and public hospitals has been to provide primary healthcare and additional health services to the public, often to select “catchment” areas or neighborhoods. The extent of these institutions’ role in housing was limited to either providing a) short-term inpatient beds for medical or treatment services, or b) residences for nurses or other hospital staff. Why then are more and more nonprofit and public hospitals becoming involved in not only creating, but also providing and managing supportive housing?

The Keeping Families Together model turned the usual paradigm for prioritizing affordable housing on its head. Rather than targeting the most “stable” families, Keeping Families Together sought out families with the most complicated cases—those at greatest risk. Thanks to this approach, families once on the brink of crisis now have a permanent place to call home, as well as the services and support they need to stay together.

Housing instability among families and children can be detrimental to child welfare, health, economic, and other outcomes. Policymakers and service providers in these fields should consider weaving housing into their approaches. Treating instability at its roots can relieve the trade-offs and stress that emerge when no decent housing is affordable. Evidence indicates that affordable housing can improve a range of outcomes for families and—in combination with short-term or long-term services—help providers tackle complex challenges head-on.

People with mental health disabilities are vastly overrepresented in the population of people who experience homelessness. Of the more than 550,000 people in America who experienced homelessness on a given night in 2017, 1 in 5 had a mental illness. The proportion of people experiencing chronic homelessness with mental health disabilities was even higher—nearly 1 in 3. Despite this fact, the reality is that most people with mental illness fortunately do not experience homelessness: While about 20 percent of all adults in the United States have a mental illness, less than two-tenths of 1 percent of people in the country experienced homelessness on a given night in 2017.

People with mental health disabilities are vastly overrepresented in the population of people who experience homelessness. Of the more than 550,000 people in America who experienced homelessness on a given night in 2017, 1 in 5 had a mental illness.

On Wednesday, October 24, President Trump signed into law bipartisan legislation, H.R. 6, the SUPPORT for Patients and Communities Act. This sweeping legislation contains many provisions that could help children, youth, and families experiencing homelessness who are impacted by the opioid crisis, as well as provisions to help all children and youth who experience trauma.

The Colorado Coalition for the Homeless created the Denver Housing First Collaborative (DHFC) in 2003 with funding provided by a collaboration of federal agencies. The DHFC involved CCH as the lead agency, Denver Department of Human Services (DDHS), Denver Health (DHHA), Arapahoe House, the Mental Health Center of Denver (MHCD) and the Denver VA Medical Center. The DHFC is designed to provide comprehensive housing and supportive services to chronically homeless individuals with disabilities. Initial federal funding created the capacity to house and serve 100 chronically homeless individuals. The program uses a housing first strategy combined with assertive community treatment (ACT) services, providing integrated health, mental health, substance treatment and support services.

Everyone needs safe, decent, stable housing. For some of the most vulnerable people in America — people with mental illness, chronic health conditions, histories of trauma, and other struggles — a home helps them to get adequate treatment and start on the path toward recovery. But some conditions make it difficult for people to maintain a stable home without additional help. Supportive housing, a highly effective strategy that combines affordable housing with intensive coordinated services, can provide that needed assistance.
