The Digital Equity Act (DEA) is a once-in-a-generation opportunity to design systems that will enable true digital equity. Congress and NTIA outlined specifics for states to include in their digital equity plans. The NDIA State Digital Equity Plan Toolkit provides guidance on how to compile the plans. The National Digital Inclusion Alliance (NDIA) team combined our own subject matter expertise, lessons learned from our community of over 1,000 affiliates across the country, and our understanding of the DEA as it appears in the Infrastructure Investment and Jobs Act (IIJA) and Notice of Funding Opportunity into what we hope is a particularly useful toolkit for you, the administering entities, as you embark on this planning process. Through best practices, recommended step-by-step processes, templates, and tools, the Toolkit supports administering entities and your partners in designing robust, comprehensive digital equity plans that lead to impactful digital inclusion programs, policies, and tools.

According to UN-Habitat, the world needs to build 96,000 affordable homes every day to address the global housing crisis by 2030. Yet, better utilizing existing housing stock—through options such as shared housing—can make a significant dent in the need to build more housing. With college students often challenged to find affordable housing and many older adults living alone in homes with spare bedrooms, these two groups are increasingly benefitting from living together. Universities are often well-suited to facilitate students living and learning with older adults in nearby communities. Intentionally fostering intergenerational engagement through places and programs can reduce loneliness, mitigate ageist stereotypes, and help both groups to thrive.

As housing costs have escalated and inequities persist across the country, many young people need flexible, empowerment-based investments to get stably housed and onto a path to thriving. To this end, direct financial assistance (“cash transfers”) with other supports offer a promising solution grounded in a robust global evidence base. The circumstances of COVID-19 amplify the importance of developing and evaluating youth-informed approaches to doing things differently. This report shares results and implications of a year-long research and stakeholder engagement process that Chapin Hall conducted in collaboration with Point Source Youth to inform the development of a Direct Cash Transfer Program (DCTP) for youth experiencing homelessness. We look forward to piloting and rigorously evaluating a program based on these findings, starting in NYC.

Chicago’s troubling homicide rate could be significantly reduced through a massive increase in state spending for Chicago schools. That's just one of the proposals floated Monday by a prominent University of Chicago economist Jens Ludwig. With a substantial commitment, he says homicides could be reduced by nearly 60 percent. Illinois is dead last when it comes to the percentage of education dollars provided by the state to its cities. Ludwig believes adding $1.7 billion dollars would not only bring Illinois up to the national average, but could substantially reduce gun violence as well. Given the social science evidence on the link between high school graduation and gun violence, that would be about a 30 percent decrease in the homicide rates in the city of Chicago for something that has absolutely nothing to do with the city of Chicago policies.

Puerto Rico was in financial distress and had crumbling infrastructure before Hurricane Maria, and many residents complain of government malfeasance that exacerbated the storm’s impact, echoing criticism from Washington. But Puerto Rican leaders say the delay to the Vieques hospital and thousands of other stalled projects is a reflection of unequal treatment from the White House and Congress, which last week failed to pass disaster relief legislation because of a dispute over how much money to send the island.

While the program has changed very little since its inception, the need for the program has increased. In 1975, the number of program grantees stood at 594. Today, the number of grantees stands at 1,268 as more communities qualify to receive direct program allocations. Based on a CDBG Needs Survey conducted by the CDBG Coalition (and discussed later in this report), CDBG grantees have delayed and canceled projects and reduced or permanently eliminated programs because of a lack of CDBG funds. CDBG is an important investment tool for communities and neighborhoods, but program funding must increase to meet local need to ensure CDBG grantee communities are healthy, vibrant and thriving.

Use of the $35 billion in federal Community Development Block Grant Disaster Recovery funds for the 2017 hurricanes has been slow. Over a year after the first funds were appropriated, much of the money remains unspent because grantees in Florida, Puerto Rico, Texas, and the U.S. Virgin Islands are still in planning phases. Also, the Department of Housing and Urban Development doesn't have the review guidance and monitoring plans it needs for good grantee oversight. We recommended ways to improve the oversight of disaster funding and better meet disaster recovery needs.

Many are wondering how engaged President Trump actually is on one of his campaign issues: revitalizing the nation’s crumbling infrastructure. Eyes are turning back to Congress for a broad infrastructure package. Yet there is an even bigger issue of the looming insolvency of the Highway Trust Fund. BPC’s Jake Varn is joined by former Reps. Bill Shuster (R-PA) and Joe Crowley(D-NY) to discuss these issues.

Disasters are becoming more common in America. In the early and mid-20th century, fewer than 20 percent of U.S. counties experienced a disaster each year. Today, it's about 50 percent. According to the 2018 National Climate Assessment, climate change is already driving more severe droughts, floods and wildfires in the U.S. And those disasters are expensive. The federal government spends billions of dollars annually helping communities rebuild and prevent future damage. But an NPR investigation has found that across the country, white Americans and those with more wealth often receive more federal dollars after a disaster than do minorities and those with less wealth. Federal aid isn't necessarily allocated to those who need it most; it's allocated according to cost-benefit calculations meant to minimize taxpayer risk.

So, are the stars better aligned for an infrastructure bill this year? Unfortunately, rhetoric only goes so far, and Washington continues to suffer from the same elemental failure as it did in 2017—the U.S. lacks a clear infrastructure vision. Only when Congress is ready to truly debate what objectives the federal government hopes to achieve—and how to invest to advance those goals—can we begin to craft a transformative national strategy.

Local officials, impact investors, and philanthropy have important roles to play in helping communities access Opportunity Zone financing that benefits current residents, especially those with low or moderate incomes. Using Chicago and Cook County as a case study, we identify steps these actors can take to attract helpful, and limit harmful, investments. We find that the Opportunity Zones selected in Chicago and Cook County broadly fulfilled the incentive’s spirit, targeting areas that were more economically distressed. Going forward, it will be necessary to leverage available policy and philanthropic levers to compel private action in line with community interests.

The Tax Cuts and Jobs Act of 2017 provides a new incentive—centered around the deferral, reduction, and elimination of capital gains taxes—to spur private investments in low-income areas designated by states as Opportunity Zones. This provision is based heavily on the Investing in Opportunity Act (S. 1639) introduced by Senator Cory Booker (D-NJ) and Senator Tim Scott (R-SC). Given the significant interest among investors, it is possible that this new tax incentive could attract hundreds of billions of dollars in private capital, making this one of the largest economic development initiatives in U.S. history.
