Roundtable: Cross-Sector Efforts on COVID-19.
More than a year into a global pandemic, we continue to see disparities in infections, access to care, and economic supports, with an unequal burden on low-income and communities of color. This roundtable will discuss perspectives from housing, health, and policy for what we have seen and what may be to come, as well as ideas we may enact to create more permanent solutions, in addition to addressing current crises.

The growing number of PHAs developing housing mobility programs present an exciting opportunity for families with young children who are seeking higher performing schools for their children. These mobility programs can complement related PHA programs to improve local schools in traditional neighborhoods, by giving children the opportunity to cross school district lines to attend low poverty, less racially isolated schools. This session will give an overview of current research on the benefits of school integration, and will highlight the efforts of several PHAs to help families access...

Housing is fundamental for generating better outcomes in education, health, racial equity, and more; yet housing providers neither can nor should take on major outcome goals alone. This session will engage participants in deep and interactive dialogue about the role that housing providers can play in collective impact and how housing and other partners can work together toward a shared vision for change. With background framing from the Urban Institute, presenters from StriveTogether, Enterprise Community Partners, and an innovative housing authority will share lessons from their experiences...

There’s a growing body of evidence that positively links affordable, stable, and quality housing with improved educational outcomes for children. That research continually points to the positive return on investment for the earliest possible intervention. Housing authorities are uniquely poised to help change the trajectory for low-income children who typically arrive in kindergarten already substantially behind their peers. We can leverage unique assets that other systems players cannot.

The Youth Risk Behavior Survey (YRBS) was first developed by the Centers for Disease Control and Prevention (CDC) in 1990 to assess the health risk behaviors of youth and adults in the United States. For the first time since the survey has been widely administered, the 2017 YRBS optional question list included two questions pertaining to homelessness. SchoolHouse Connection analyzed demographic and risk factor data from the YRBS in 17 states[1], comparing high school students experiencing homelessness and those not experiencing homelessness. This series shares the striking and heartbreaking...

For many students experiencing homelessness, school is the only place of stability in their lives. Teachers play a crucial role in creating a classroom environment that is safe and supportive for all students, especially those who are highly mobile and have experienced the trauma that often accompanies homelessness. Here, we provide information and strategies that teachers and support staff can use to support the educational success of students experiencing homelessness.

Decades of policy choices and insufficient public and private investment have made the infrastructure needs of these communities acute, especially in many communities of color where past policy choices affected by racism, combined with continuing racial bias and discrimination, have resulted in a lack of needed economic resources.

Parent involvement is associated with child academic outcomes, positive behaviors, and social skills. This qualitative study explored school-based parent involvement barriers experienced by nine low-income mothers. In-depth interviews were used to collect data from mothers participating in a community-based program offered in a large public housing neighborhood. Findings included three main barriers: (a) cultural and language differences in their children’s school, (b) undertones of racism from teachers and parents, and (c) being the primary caregiver or sole provider for their children....

Serious mental illness (SMI) is a disabling condition that develops early in life and imposes substantial economic burden. There is a growing belief that early intervention for SMI has lifelong benefits for patients. However, assessing the cost-effectiveness of early intervention efforts is hampered by a lack of evidence on the long-term benefits. We addressed this by using a dynamic microsimulation model to estimate the lifetime burden of SMI for those diagnosed by age twenty-five.

Housing and land use policies have a significant effect on schools, and since these policies are usually decided at the state and local level, educators and education advocates have the opportunity to play a significant role. Housing and land use policies can affect enrollment trends, concentrations of poverty and school diversity, school funding, stability of enrollment vs. “churning” of students, and ability of students to complete their homework and focus during the school day.

The nation has large, pressing infrastructure needs, which are often felt most acutely in low-income communities due to decades of policy choices and lack of public and private investment. As federal lawmakers consider investing in infrastructure, a core priority should be to direct substantial resources across a range of areas to low-income communities, which could expand their access to safe living conditions and economic opportunity.

Federal safety net programs are intended to protect the most vulnerable Americans—such as the elderly, people with severe disabilities and young children. Housing assistance plays a critical role in the safety net, providing decent, safe, and affordable housing for millions of extremely low-income and vulnerable families—though, because it is not an entitlement like other federal safety net programs, the assistance available falls far short of the need. Housing subsidies free families to spend on other essentials like healthy food, education, and health care.

School districts, teachers, and students across the country are beginning to prepare for spring break even though snow still blankets the ground in many states. While many students welcome the break from classes, for many others spring break also means a break from the nutritious school meals and afterschool suppers and snacks they rely on to remain engaged, active, and healthy.

The authors draw on interviews with 50 families in Cleveland and its suburbs to uncover their experiences in choosing a home and school for their children in the suburbs. Nearly all families were seeking the “package deal”— good schools in good neighborhoods — and looked to the suburbs to find it. Families were often convinced of the superior quality of suburban schools but, owing to the legacies of enduring structural racism and emerging segregation in the suburbs, Black families were more likely to be disappointed in their suburban schools than their white counterparts. Families of color...
