The Vancouver Housing Authority collaborated with a Federally Qualified Health Center and a homeless crisis response system to develop a network of scattered-site and site-based supportive housing. This moderated discussion will cover how VHA paired Housing Choice Vouchers and public housing with a Medicaid-funded supportive housing benefit to serve people identified by the community’s Coordinated Entry as needing supportive housing. Speakers will also discuss the challenges faced through the process, model adjustments made, and evaluation of the work through matching housing data and Medicaid utilization data.

NYC was an epicenter at the start of the COVID-19 pandemic, and the city’s population density continues to be a driver of the deep, ongoing public health crisis. As NYC’s largest residential landlord, The New York City Housing Authority (NYCHA) unsurprisingly works with a number of health partners to bring information and services to residents, but the Authority hasn’t stopped there. Learn how NYCHA has leveraged partnerships at the intersection of health, housing, and economic opportunity to expand pathways for residents into health training and jobs during the past two years, and what’s on the horizon for the next phase of this exciting work.

Public and affordable housing agencies and organizations have the potential to serve as a crucial foundation for promoting early school success for economically challenged, fragile and otherwise marginalized children and families through a 24/7/365 multigenerational system of support and an ability to meet families 'where they are.' During this engaging session, Housing Is and our long-time partner The Campaign for Grade-Level Reading will elevate the critical importance of these housing-education partnerships, with special attention to the way in which such collaborations begin. This plenary will explore initial partnership development work taking place in Kansas City, MO, one of the 20 finalist communities recently announced for the 2022 All-America City Awards. The theme of this year's award is "Housing as a Platform to Promote Early School Success and Equitable Learning Recovery." Attendees have the unique opportunity to hear from a partnership in its earlier stages of development and learn alongside the speakers how critical cross-sector work can be launched.

Based off of data that Ohio has high rates of infant mortality, housing authorities there are working to address this concern, which disproportionately affects people of color. Under different initiatives, the Akron and Columbus Metropolitan Housing Authorities collaborate with cross-sector partners like mayor’s offices and public health officials to improve outcomes. Panelists will describe their efforts, tactics to reach at-risk families, and ways to fund the work.

Over the past several years, CLPHA has worked with its members to disseminate information on the best eviction prevention practices and many public housing authorities (PHAs) have made great progress in developing new strategies to keep families housed. The eventual ending of the CDC eviction moratorium provides an opportunity for PHAs to review their eviction prevention strategies. Panelists will review the latest research on COVID-19 and evictions, protecting voucher holders from eviction, and work that PHAs are doing to evaluate their own eviction practices through a racial equity lens.

The link between federal housing policy and public health has been understood since the nineteenth century, when housing activists first sought to abolish slums and create healthful environments. This article describes how the Obama administration—building on these efforts and those that followed, including the Great Society programs of President Lyndon Johnson—has adopted a cross-sector approach that takes health considerations into account when formulating housing and community development policy. The federal Department of Housing and Urban Development fully embraces this “health in all policies” approach. Nonetheless, the administration’s strategy faces challenges, including fiscal and political ones. Some of these challenges may be overcome by conducting quality research on how housing and community development policies affect health outcomes, and by developing a federal budget strategy that takes into account how investments in one sector contribute to cost savings in another.

CSH reviewed more than 32 studies of supportive housing and compiled information about outcomes (housing, healthcare, and more). These reviews should be helpful for anyone looking to quantify particular impacts of housing. Please note that this review was not undertaken in an academic or systematic way; we make no claims about the strength of these evaluations or their findings.
