Launched in 2016, the Denver Supportive Housing SIB aims to support residents struggling with homelessness, substance use, and mental health problems by increasing the number of people getting and staying housed and reducing the number of days they spend in jail. Does a screening requirement for homeless families seeking shelter create unintended costs? In 2012, Massachusetts passed a law requiring homeless families seeking shelter to prove that they had recently stayed somewhere not meant for human habitation. Hospital emergency department discharge paperwork can provide such proof. This study explored the trends of emergency department use for shelter by homeless youth before and after the eligibility criteria was passed into law and to measure the financial impact it had on the health care system. Researchers conducted a retrospective analysis of deidentified medical records of homeless children and young adults from birth to age 21 seeking shelter at a pediatric emergency department in Boston from 12 months before the eligibility rule to four years after the rule went into effect. They analyzed the number of visits, length of stay, insurance claims, and hospital charges before and after the policy change. Researchers found a significant increase in emergency department use for homelessness after the policy change. The results indicate that policymakers should consider the potential unintended health care costs of shelter eligibility policies and identify housing strategies that can prevent emergency department visits by families experiencing homelessness.

Using multiple panels from the US Census Bureau’s Survey of Income and Program Participation, we find that participation in Temporary Assistance for Needy Families, the Supplemental Nutrition Assistance Program (SNAP), or public health insurance reduces the number of hardships low-income families with children experience by 48 percent and reduces the share who experience food insufficiency by 72 percent.

The Colorado Coalition for the Homeless created the Denver Housing First Collaborative (DHFC) in 2003 with funding provided by a collaboration of federal agencies. The DHFC involved CCH as the lead agency, Denver Department of Human Services (DDHS), Denver Health (DHHA), Arapahoe House, the Mental Health Center of Denver (MHCD) and the Denver VA Medical Center. The DHFC is designed to provide comprehensive housing and supportive services to chronically homeless individuals with disabilities. Initial federal funding created the capacity to house and serve 100 chronically homeless individuals. The program uses a housing first strategy combined with assertive community treatment (ACT) services, providing integrated health, mental health, substance treatment and support services.

The Support and Services at Home (SASH) program in Vermont aims
to coordinate care and assist participants in accessing the health care and support services they need to maintain their health and age comfortably and safely in their homes. Most program participants are residents of U.S. Department of Housing and Urban Development (HUD)-assisted properties or Low-Income Housing Tax Credit
(LIHTC) properties. Our objective is to estimate the impact of the first 5 1/2 years of the SASH program on the Medicare expenditures of these participants.

On June 24th, HUD released the 2010 Public Housing Capital Needs Study. In general, the study shows that since the last capital needs study in 1998, federal appropriations have been too low to make significant progress at reducing the backlog of capital needs. The study also shows that ongoing accrual costs have increased by about 15 percent. These findings reinforce CLPHA’s call for additional capital investment in public housing through increased appropriations levels and new approaches to leverage private capital.

The Moving to Opportunity (MTO) experiment offered randomly selected families living in highpoverty housing projects housing vouchers to move to lower-poverty neighborhoods. We present new evidence on the impacts of MTO on children’s long-term outcomes using administrative data from tax returns. We find that moving to a lower-poverty neighborhood significantly improves college attendance rates and earnings for children who were young (below age 13) when their families moved. These children also live in better neighborhoods themselves as adults and are less likely to become single parents. The treatment effects are substantial: children whose families take up an experimental voucher to move to a lower-poverty area when they are less than 13 years old have an annual income that is $3,477 (31%) higher on average relative to a mean of $11,270 in the control group in their mid-twenties

This issue brief outlines ways in which Medicaid can support integrated strategies and, based on telephone interviews with key informants, profiles three current initiatives that illustrate distinctly different approaches to linking Medicaid and supportive housing. The three initiatives include one launched by a city (Philadelphia), one by a state (Louisiana), and one by a Medicaid MCO (Mercy Maricopa Integrated Care in Phoenix, Arizona). They target special populations including homeless individuals, people with a wide range of disabilities, and adults with mental health and/or substance use problems.

This Issue Brief describes the results of focus groups conducted in six States as part of the Centers for Medicare & Medicaid Services Financial Alignment Initiative to test integrated care and financing models for Medicare-Medicaid enrollees. Five of these States—California, Illinois, Massachusetts, Ohio, and Virginia—are implementing a capitated model demonstration in which Medicare-Medicaid Plans (MMPs) provide coordinated benefits and access to new and flexible services through a person-centered care model. One, Washington, is implementing a managed fee-for-service model demonstration in which health homes are responsible for organizing enhanced integration of primary, acute, behavioral, and long-term services and supports across existing delivery systems for Medicare-Medicaid enrollees and for directing person-centered care for high-cost, high-risk enrollees.

This final report on MDRC’s evaluation of Jobs-Plus describes the program’s impacts, that is, the difference it made for residents in Jobs-Plus developments in comparison with residents living in similar developments who did not receive the program. This study uses a cost benefit analysis to estimate the potential net impacts of proposed reductions by the US Department of Housing and Urban Development (HUD) in federal funding of capital investment in public housing authorities (PHAs). It examines the extent to which reductions in capital investment in PHAs impose costs on governments at all levels, as well as local communities, businesses, PHA residents, and society as a whole. The report narrates and estimates the incidence, distribution, and scale of these impacts and compares them against the total amount cut from annual Capital Fund Program Grants, which fund maintenance and modernization of public housing properties. The Public and Affordable Housing Research Corporation (PAHRC) partnered with Econsult Corporation in this effort to inform current discussions regarding future funding cuts by HUD to PHAs for capital expenditures, by identifying potential negative impacts resulting from these cuts, and attempting to quantify those impacts and compare them against the cut amounts.
