The Youth Risk Behavior Survey (YRBS) was first developed by the Centers for Disease Control and Prevention (CDC) in 1990 to assess the health risk behaviors of youth and adults in the United States. For the first time since the survey has been widely administered, the 2017 YRBS optional question list included two questions pertaining to homelessness. SchoolHouse Connection analyzed demographic and risk factor data from the YRBS in 17 states[1], comparing high school students experiencing homelessness and those not experiencing homelessness. This series shares the striking and heartbreaking results of that analysis, with tangible action steps schools can take to promote safety and health for students experiencing homelessness.

Parent involvement is associated with child academic outcomes, positive behaviors, and social skills. This qualitative study explored school-based parent involvement barriers experienced by nine low-income mothers. In-depth interviews were used to collect data from mothers participating in a community-based program offered in a large public housing neighborhood. Findings included three main barriers: (a) cultural and language differences in their children’s school, (b) undertones of racism from teachers and parents, and (c) being the primary caregiver or sole provider for their children. Although all parents experience challenges to school involvement, low-income mothers face additional obstacles preventing them from engaging in their children’s schools. This perceived lack of school involvement can lead to feelings of helplessness, shame, and stigma.

Serious mental illness (SMI) is a disabling condition that develops early in life and imposes substantial economic burden. There is a growing belief that early intervention for SMI has lifelong benefits for patients. However, assessing the cost-effectiveness of early intervention efforts is hampered by a lack of evidence on the long-term benefits. We addressed this by using a dynamic microsimulation model to estimate the lifetime burden of SMI for those diagnosed by age twenty-five.

ASAP is a comprehensive program that provides students with up to three years of financial and academic support and other support services to address multiple barriers to student success, with the goal of helping more students graduate within three years. MDRC’s random assignment evaluation of CUNY ASAP found that after three years, 40 percent of ASAP students graduated compared with just 22 percent of control group students. After six years, ASAP students continued to outperform the control group, with 51 percent of the program group earning degrees compared with 41 percent of the control group.

In 2014, as part of the Accelerated Study in Associate Programs (ASAP) Ohio Demonstration, Lorain County Community College launched Students Accelerating in Learning (SAIL), a comprehensive student success program that is substantially improving persistence and graduation rates among low-income students. Given the program’s results, Lorain has committed to sustaining the program and expanding it to serve most of its low-income student population. If the college achieves this goal, it could close attainment gaps between low-income and more affluent students, markedly boost its overall graduation rate, gain revenue through increased tuition and performance-based funding, and, most important, significantly enhance the educational and career trajectories of its students. During early implementation, the college took several steps to fund and institutionalize SAIL that are now making it easier to sustain the program. This brief draws lessons from Lorain’s experience to shed light on how other postsecondary institutions may adopt and sustain similar programs to increase student success.

Nearly 115,000 students in New York City schools experienced homelessness during the 2017–18 school year, according to new data released by the New York State Education Department (NYSED) last month. As reported by the New York Times, that figure represents 1 in 10 New York City public and charter school students. Our look at the data on noncharter public school students shows that even that alarming share hides the pervasiveness of student homelessness in some communities.

Research shows that the racial composition of the public school student population has changed substantially over the past 25 years, but student racial sorting among schools has remained relatively stable. A growing body of research shows that school segregation matters for the educational and socioeconomic outcomes of students of color. To fix it, however, we have to understand why racial segregation has persisted.

Some 15% of U.S. households with school-age children do not have a high-speed internet connection at home, according to a new Pew Research Center analysis of 2015 U.S. Census Bureau data. New survey findings from the Center also show that some teens are more likely to face digital hurdles when trying to complete their homework.

Most states use an education funding formula to allocate state and local dollars to school districts. Most funding formulas attempt to account for student poverty, among other factors, in distributing funds. But there are several ways to count low-income students and even more ways to tie dollars to these student counts.

But recent changes to the National School Lunch Program mean that FRPL status is in decline as a measure of student need, and states are turning to alternatives.

Now that free and reduced price lunch (FRPL) status as an indicator of economic disadvantage is in decline, stakeholders are turning to replacement measures. Given the extent of socioeconomic and racial segregation in most school districts, neighborhood-level measures of economic distress seem like an appealing, easy-to-measure alternative, but this seemingly intuitive solution does a bad job of predicting FRPL rates and performs worse in places where it is more critical to get it right.

Public preschool programs are one way state and local governments can support immigrant children and families. We estimate that opening preschool to all children who speak languages other than English at home would lead to 3,200 new low-income preschoolers (from those already eligible) and up to 92,000 additional enrollees (from those newly eligible).

This report compares the profile of the schools accessible to HUD-assisted and LIHTC households in 2016 to the profile of those accessible to other similar households within the same state or metropolitan area. In brief, we find that families receiving all four major types of federal housing assistance lived near lower performing and higher poverty schools than other poor families with children as well as other renters with children.

The King County Housing Authority (KCHA), in partnership with the Highline School District and the nonprofit social service organization Neighborhood House, launched the Student and Family Stability Initiative (SFSI) pilot program in 2013 to provide housing and employment supports to homeless and unstably housed families with children enrolled in Highline elementary schools. In 2016, KCHA contracted with the Urban Institute (Urban) to conduct a process and outcome evaluation of the program’s first three pilot years. This evaluation documents how SFSI works, who it serves, and how well it helps participants achieve housing stability. This report synthesizes findings from data collection conducted over approximately 10 months that included document review, interviews with SFSI stakeholders, and analysis of program and other relevant KCHA administrative data.

Homelessness among children is correlated with developmental delays, fair or poor health, and high healthcare utilization. Associations of homelessness specifically among infants younger than 12 months, however, are unknown. This study evaluates homelessness during infancy as a risk for adverse infant and maternal health and hardship.
