Looking largely at the 2020-2021 school year, the report is chock-full of information about how schools apply research-based strategies in a variety of different contexts – from very different school systems across multiple states – to make research translate into positive experiences and outcomes for students and their teachers in three critical areas: • Instructional work, where math or English-language-arts teams, including instructional coaches, special-education teachers, and English learner/multilingual teachers, work to improve the quality of instruction within classrooms. • Early Warning and Response strategies, where grade-level or cross-functional teams work to create more supportive school environments, where young people are connected to adults, each other, and the school community. • Well-Matched Postsecondary initiatives, where school-based teams of counselors, service providers, district and school leaders, teachers, and other staff band together to implement evidence-based strategies and processes that support postsecondary application, enrollment, and persistence. At its heart, improvement is about learning. Each of these networks study their own work, and consistently and strategically make adaptations to increase their effectiveness as the organizational hub supporting schools. And they demonstrate how lessons need not fade away, but when codified, systematized, and shared, they can deepen our collective capacity to accelerate the field’s learning and growth.

The Columbus Metropolitan Housing Authority (CMHA) has formed a partnership with the Healthcare Collaborative of Greater Columbus (HCGC) and their Central Ohio Pathways HUB to provide supportive services to all 14,000 CMHA-assisted households. HCGC’s HUB is a nationally certified program focused on addressing the Social Determinants of Health in an effort to improve health outcomes for at-risk populations. The HUB oversees 10 Care Coordination Agencies (CCAs) and their employed Community Health Workers (CHWs) to provide these services. The HUB contracts with Medicaid Managed Care Organizations, who provide payments to the HUB for services called Pathways delivered to their members.

The Administration for Community Living’s Aging and Disability Network is a multifaceted service infrastructure for older adults and people with disabilities so they can find housing and obtain services like chore assistance, delivered meals, and transportation. By partnering with this community infrastructure, PHAs can improve voucher utilization and leverage and align resources so older adults, people with disabilities, and people experiencing homelessness —all priority populations for federal housing assistance—can obtain supportive services needed to attain housing stability, optimize well-being, and avoid homelessness and costly institutional care. Join this session to learn about PHA partnerships with this infrastructure, discuss the dynamics of cross-sector partnerships in community-driven approaches, and discover opportunities available through the Housing and Services Resource Center.

Innovative public housing authorities (PHAs) are collaborating with college access partners and community colleges to increase postsecondary educational achievement for low-income residents and college students experiencing homelessness. This report elevates 11 shared learnings from a recent convening of these five pioneering PHAs and their postsecondary collaborators, and offers a series of recommendations to policy makers, PHAs, and philanthropic organizations seeking to develop emerging cross-sector collaborations between housing and education organizations. The report also includes an overview of the federal policies that support and limit postsecondary achievement for students served by PHAs, and profiles of the five partnerships: CHA and partners City Colleges of Chicago and One Million Degrees; CMHA and partner Columbus State Community College; HACLA and partner Southern California College Access Network (SoCal CAN); LMHA and partner Family Scholar House; and THA and partner Tacoma Community College.

CLPHA’s Education Working Group convened on Tuesday, June 11 to learn about one of the Housing Authority of Kansas City’s (HAKC) newest housing communities: Pemberton Park, a subsidized apartment building that serves grandparents caring for grandchildren. Truly understanding all the dimensions of the nation's housing affordability crisis requires listening to those with lived experience – people who have experienced homelessness and housing instability. In this episode, we look at issues of affordable housing through the stories of seven people across the country who have been directly impacted. These stories were captured by the campaign's partner at the "Where Will We Live" campaign at the National Housing Trust and Enterprise Community Partners. "Where Will We Live" amplifies the voices of those with lived experience and arms them with the knowledge to take action to ensure affordable housing resources are protected and expanded.

A landmark National Academies of Sciences report commissioned by Congress concludes that childhood poverty in the U.S. could be cut in half within a decade with appropriate action. The report culls through the existing evidence-base to identify the most impactful existing policies including the Earned Income Tax Credit (EITC) and housing assistance. This panel will also discuss promising new policies that if enacted could help reduce poverty such as the child allowance.

Moving Health Care Upstream (MHCU) is based on the belief that health systems can address persistent and costly health inequities by moving “upstream”—beyond the walls of hospitals and clinics and into the communities, collaborating with community-based organizations to address the root causes of disease. The various areas of work within MHCU share a common focus-supporting hospitals and community stakeholders in testing and spreading strategies to move upstream, and sharing “what works” to inform the field and accelerate the upstream movement in the field as a whole. Policy Learning Labs are one example of MHCU’s work to spread knowledge and accelerate action in the field.

The county’s preliminary results look promising: more than 78% of Vital clients were booked into jail less often once enrolled in the program for at least six months. On average, Vital participants went to jail about a third less often per year compared to the three years before their enrollment. The role of public and nonprofit hospitals and hospital systems in supportive housing is not an obvious one at first glance. Traditionally, the role of nonprofit and public hospitals has been to provide primary healthcare and additional health services to the public, often to select “catchment” areas or neighborhoods. The extent of these institutions’ role in housing was limited to either providing a) short-term inpatient beds for medical or treatment services, or b) residences for nurses or other hospital staff. Why then are more and more nonprofit and public hospitals becoming involved in not only creating, but also providing and managing supportive housing?
