Engaging and recruiting private landlords and property managers to rent to low income households receiving subsidies and vouchers is becoming increasing difficult in high cost communities. Voucher holders compete with market renters for affordable housing. When given the choice, many landlords would rather rent to someone with a higher income and less barriers than a voucher holder. Housing Authorities are challenged to find innovative ways to engage, recruit and retain landlords that are willing to set aside units or select renters that have vouchers or other barriers.
