This report presents a case study of the Chicago Housing Authority’s (CHA’s) work requirement policy, one of a small number of work requirements implemented by housing authorities. The report describes the CHA work requirement, the policy’s implementation and how it has changed, and perceptions of implementation and outcomes from key CHA and service provider staff and residents. The CHA work requirement has been in place for nearly 10 years, allowing us to analyze implementation over time and outcomes.

Eviction provides a clear window for understanding housing, racial injustice, and poverty in cities. In the face of the eviction crisis, national researchers, community organizers, and other civic actors have rallied together to document data and call attention to this crisis. After six years, ASAP students continued to outperform the control group, with 51 percent of the program group earning degrees compared with 41 percent of the control...

To what extent does a change of address and transformation of the surrounding environment translate into a reduced sense of stigmatization of public housing residents? This article explores this question. Drawing from research at three new, mixed-income developments in Chicago, we examine changes in the regulatory and social environment and the perspectives and experiences of public housing residents living there. We find that although some forms of perceived stigma may have been ameliorated in these new settings, in other ways stigma and isolation has intensified.

If a homeless student is worrying about where he is spending the night, it’s likely he’s not going to be thinking much about his homework. And in one of the poorest districts in Kansas, educators have realized that to help homeless students they needed to do more to help homeless families.
