An Idaho lawsuit concerning how cities across the West enforce laws about sleeping in public—potentially changing how they treat their homeless populations—is now established as precedent. Barring a decision by the Supreme Court to address the case of Martin v. City of Boise, cities will not be able to arrest or punish people for sleeping on public property unless they provide adequate and relatively accessible indoor accommodations.

A comprehensive plan would increase King County residents’ confidence in local efforts to address the region’s homelessness crisis, and seeing fewer people living on the streets would prove that it’s working, according to a new poll. Conducted in February by Seattle-based Elway Research, the poll is the latest to explore county residents’ complex feelings about the homelessness crisis and the long-running effort to resolve it.

Now colleges and universities themselves are pulling together more permanent solutions, often in collaboration with local housing authorities and non-profit partners. In some cases, colleges and universities are trying to avoid losing enrollment; not surprisingly, students in unstable living environments or who can't afford food have poorer physical health, symptoms of depression and psychological stress, and are more likely to drop out, research shows.

The Department of Education reports more than 29,000 kids in North Carolina were considered homeless in the 2016-2017 school year. About three-quarters of those are living with other families because it’s too expensive to live on their own. According to Shantiqua Neely, it’s not necessarily because people don’t have jobs. She’s the executive director at A Child’s Place, the organization helps homeless CMS students and families. She said it’s because rent is too expensive.

Kaiser is investing $200 million in low-interest loans for affordable housing nationwide. This may be part of a growing national trend of health maintenance organizations investing in housing to improve community health. In Phoenix, United Healthcare lent money to a community development corporation, Chicanos Por La Causa, to purchase apartment complexes for Medicaid recipients. In Chicago, the University of Illinois Hospital helps to find permanent housing for homeless people who regularly present at its emergency department.

In a typical year, Cincinnati and Hamilton County have about 600 young adults between the ages of 18 and 24 staying in local homeless shelters, said Bonita Campbell, vice president of homeless youth services for Lighthouse Youth & Family Services. The KEYS plan aims to cut that number in half by 2020 and continue to reduce it from there, she said. To reach those goals, the plan is focused on the specific needs of young adults and how they differ from the needs of older people experiencing homelessness, Campbell said.

The Battered Women’s Shelter in Akron has gotten funding from HUD to cover rent and other living expenses for domestic violence victims after they leave shelters for the past decade. HUD has now approved $1.7 million to be distributed to other Ohio cities for this purpose.
