Research suggests that living in concentrated poverty is harmful to health, well-being, and economic mobility. Inclusionary zoning can break up poverty density by imposing legal requirements to create affordable housing across neighborhoods. One approach that has improved outcomes for children and their parents is home visiting, which provides individually tailored support, resources, and information to expectant parents and families with young children. The Tax Cuts and Jobs Act of 2017 provides a new incentive—centered around the deferral, reduction, and elimination of capital gains taxes—to spur private investments in low-income areas designated by states as Opportunity Zones. Now that free and reduced price lunch (FRPL) status as an indicator of economic disadvantage is in decline, stakeholders are turning to replacement measures. Given the extent of socioeconomic and racial segregation in most school districts, neighborhood-level measures of economic distress seem like an appealing, easy-to-measure alternative, but this seemingly intuitive solution does a bad job of predicting FRPL rates and performs worse in places where it is more critical to get it right.
