Researchers at UC Berkeley’s Youth and Allies Against Homelessness, or YAAH, conducted a study to better understand how the COVID-19 pandemic disproportionately affected unhoused youth and their ability to transition out of homelessness and into adulthood. This report marks the thirteenth school year for which the U.S. Department of Education (ED) has collected annual performance data from all states for the Education for Homeless Children and Youth (EHCY) program. The EDFacts Submission System allows for the collection of unduplicated data on students who experienced homelessness and were reported as enrolled in public schools, even if they attend more than one local educational agency (LEA) during the school year. This report draws from that data to provide the only publicly available compilation of unduplicated data for the EHCY program.

There were 33,889 homeless schoolchildren in Florida during the 2007–08 school year, including children temporarily doubled up with others and children staying in hotels, motels, shelters, transitional housing, and unsheltered locations. By the 2015–16 school year, that number had risen to 72,601. This report suggests that the rise is because of the recession and foreclosure crisis, the state’s increasing shortage of affordable housing, and school districts training teachers, counselors, and other staff to identify students with no permanent housing.
