Homelessness is a traumatic experience with long-term consequences, particularly for infants and toddlers in their most critical stages of development. Yet homelessness among young children is hidden. Recent research has begun to focus on the impact of housing instability, in its many forms, on child health and development. It is hypothesized that young children are at greater risk of adverse effects of living environments, as this time period serves as a critical window for establishing socialization and learning habits. The Keeping Families Together model turned the usual paradigm for prioritizing affordable housing on its head. Rather than targeting the most “stable” families, Keeping Families Together sought out families with the most complicated cases—those at greatest risk. National estimates are that roughly 80% of homeless mothers with children have previously experienced domestic violence. Even with its strict and limited definition of homelessness, applying this estimate to HUD’s most recent data reveals that over 230,000 children living in shelter have been exposed to the traumatic and long-term effects of domestic violence at some point. At a time when the nation is experiencing a national crisis of child homelessness, we can no longer afford to ignore this critical connection.

In December 2016, federal and state policymakers examined the intersection of unstable housing and negative health outcomes at a meeting convened in Washington, D.C., by the National Academy for State Health Policy (NASHP) with support from The Commonwealth Fund. The goal of the meeting was to identify concrete policy recommendations and actionable steps to align health and housing programs to ensure that people with high service needs receive the housing and supportive services they need to become and stay healthy. This report summarizes their findings and recommendations.
