Local officials, impact investors, and philanthropy have important roles to play in helping communities access Opportunity Zone financing that benefits current residents, especially those with low or moderate incomes. Research suggests that living in concentrated poverty is harmful to health, well-being, and economic mobility. Inclusionary zoning can break up poverty density by imposing legal requirements to create affordable housing across neighborhoods. In Montgomery County, Maryland, inclusionary zoning laws require developers to set aside 12 to 15 percent of new homes at below-market rates and allow the public housing authority to purchase a portion of these units. A Summary of Results from the MIHOPE and MIHOPE-STRONG Start Studies of Evidence-Based Home Visiting
A healthy birth and positive experiences in early childhood can promote health and development. One approach that has improved outcomes for children and their parents is home visiting, which provides individually tailored support, resources, and information to expectant parents and families with young children. This brief summarizes recently published reports from two national studies of evidence-based early childhood home visiting: the Mother and Infant Home Visiting Program Evaluation (MIHOPE) and MIHOPE-Strong Start.

Most states use an education funding formula to allocate state and local dollars to school districts. Most funding formulas attempt to account for student poverty, among other factors, in distributing funds. But there are several ways to count low-income students and even more ways to tie dollars to these student counts.

Now that free and reduced price lunch (FRPL) status as an indicator of economic disadvantage is in decline, stakeholders are turning to replacement measures. Given the extent of socioeconomic and racial segregation in most school districts, neighborhood-level measures of economic distress seem like an appealing, easy-to-measure alternative, but this seemingly intuitive solution does a bad job of predicting FRPL rates and performs worse in places where it is more critical to get it right.

Public health officials have known for decades that where you live greatly influences how long you can live. Residents who live in neighborhoods free of violence with good housing and schools and with close access to quality medical care, food and parks live longer than those who don’t. Now a recently released report — called the United States Small-Area Life Expectancy Estimates Project, or USALEEP — shows in obvious, color-coded terms the range and proximity of that disparity.

In this report, we examine how housing code enforcement in Memphis, Tennessee, could prioritize public health as a key outcome and better coordinate with public health agencies, community health nonprofits, and other health care institutions. To encourage architects and planners to design built environments that promote physical activity, New York City offers an “active design” building incentive within the Leadership in Energy and Environmental Design (LEED) standards.
