In 2011, Cleveland had one of the highest rates of childhood lead poisoning in the United States, with almost one of every five children in the city receiving this diagnosis. Childhood asthma rates were also extremely high, especially for children living in poverty, according to 2008 statewide statistics for Ohio. Follow along in this new case study with the Engaging the Community in New Approaches to Healthy Housing (ECNAHH) initiative, part the BUILD Health Challenge’s first cohort, as they worked to reduce the occurrence of asthma, chronic obstructive pulmonary disease (COPD), and lead...

In 2017, the Bipartisan Policy Center and the Center for Outcomes Research and Education (CORE) spoke with over 90 national thought leaders and stakeholders about the current state of rural health care in the Upper Midwest region, including Iowa, Minnesota, Montana, Nebraska, North Dakota, South Dakota, and Wyoming. BPC and CORE used these discussions to determine the real-world implications of existing federal policies, to understand ongoing care challenges, and to identify opportunities for improvement in rural health care access and delivery.

Detroit’s Promise program was designed to encourage college attendance among some of the nation’s most underserved students, those in Detroit, Michigan. The next step was to help students succeed once they enrolled in college. To do so, MDRC and the Detroit Promise partnered to create the Detroit Promise Path, an evidence-based student services program. Detroit Promise Path students begin meeting with college coaches in the late summer before their first semester of college. They are given an incentive to attend coaching meetings in the form of a monthly gift card refilled with $50 each month...

This report presents a case study of the Chicago Housing Authority’s (CHA’s) work requirement policy, one of a small number of work requirements implemented by housing authorities. The report describes the CHA work requirement, the policy’s implementation and how it has changed, and perceptions of implementation and outcomes from key CHA and service provider staff and residents. The CHA work requirement has been in place for nearly 10 years, allowing us to analyze implementation over time and outcomes.

Local officials, impact investors, and philanthropy have important roles to play in helping communities access Opportunity Zone financing that benefits current residents, especially those with low or moderate incomes. Using Chicago and Cook County as a case study, we identify steps these actors can take to attract helpful, and limit harmful, investments. We find that the Opportunity Zones selected in Chicago and Cook County broadly fulfilled the incentive’s spirit, targeting areas that were more economically distressed. Going forward, it will be necessary to leverage available policy and...

ASAP is a comprehensive program that provides students with up to three years of financial and academic support and other support services to address multiple barriers to student success, with the goal of helping more students graduate within three years. MDRC’s random assignment evaluation of CUNY ASAP found that after three years, 40 percent of ASAP students graduated compared with just 22 percent of control group students. After six years, ASAP students continued to outperform the control group, with 51 percent of the program group earning degrees compared with 41 percent of the control...

To what extent does a change of address and transformation of the surrounding environment translate into a reduced sense of stigmatization of public housing residents? This article explores this question. Drawing from research at three new, mixed-income developments in Chicago, we examine changes in the regulatory and social environment and the perspectives and experiences of public housing residents living there. We find that although some forms of perceived stigma may have been ameliorated in these new settings, in other ways stigma and isolation has intensified.

Researchers have shown — and teachers know — that schoolchildren exposed to neighborhood violence can have a tougher time learning, experiencing more stress and depression than their peers growing up in safe neighborhoods. But a Johns Hopkins University sociologist discovered that the consequences of neighborhood violence reach further than previously known, even spilling over to students who come from safe neighborhoods. Using crime and student data from Chicago, Julia Burdick-Will linked exposure to neighborhood violence to a drop in test scores, an effect that extended to students coming...

Why do some neighborhoods appear able to launch effective local improvement initiatives, while others are more hampered by fragmentation and mistrust? Why can some communities mobilize diverse constituencies to influence public policy, while others cannot? Answers to these questions may be found in the specific patterns of collaboration that form among community organizations, and between these groups, schools, public agencies, and elected officials, according to MDRC, a preeminent social-policy research organization.
