Rapid re-housing was designed for people experiencing homelessness who have a good chance of paying for their own housing after a one-time boost. The Los Angeles Homeless Services Authority, which manages Measure H spending, is using the program to house a much wider segment of the homeless population.

An Idaho lawsuit concerning how cities across the West enforce laws about sleeping in public—potentially changing how they treat their homeless populations—is now established as precedent. Barring a decision by the Supreme Court to address the case of Martin v. A comprehensive plan would increase King County residents’ confidence in local efforts to address the region’s homelessness crisis, and seeing fewer people living on the streets would prove that it’s working, according to a new poll. The Department of Education reports more than 29,000 kids in North Carolina were considered homeless in the 2016-2017 school year. About three-quarters of those are living with other families because it’s too expensive to live on their own. According to Shantiqua Neely, it’s not necessarily because people don’t have jobs. She’s the executive director at A Child’s Place, the organization helps homeless CMS students and families. She said it’s because rent is too expensive.

More than 130,000 households in Los Angeles County receive some form of federal rental assistance and were at risk of not being able to pay their rent if the shutdown had lasted through the end of February. Housing subsidies are one of the fastest ways to get a homeless person off the street or to prevent someone from becoming homeless in the first place. Federal subsidies — dispensed through Section 8 vouchers and other forms of aid for renters — use public dollars to make up the difference between what a person can afford to pay for an apartment and what landlords typically charge for one. They’re an essential tool to help Los Angeles end its homeless crisis. But there is a problem: A growing number of landlords won’t even considering leasing to tenants with vouchers or other forms of government rental assistance.

Around the country, there is a growing understanding that survivors of domestic violence often need more than emergency shelter to become safe from violence and establish stable homes. Communities are employing innovative strategies and practices that help address survivors’ unique situations, such as flexible funding and domestic violence rapid re-housing. This momentum is matched by increasing resources from federal, state, and local funders interested in supporting safe housing solutions. But until stakeholders recognize the extent of the need for safe housing, many survivors will continue facing barriers to housing and options for safety.
