Rather than targeting the most “stable” families, Keeping Families Together sought out families with the most complicated cases—those at greatest risk. Homelessness during pregnancy poses significant health risks for mothers and infants. As health care providers increase their emphasis on social determinants of health, it is important to understand how unstable housing contributes to complications during pregnancy. We linked data about emergency shelter enrollees with Massachusetts Medicaid claims for the period January 1, 2008–June 30, 2015 to compare health care use and pregnancy complications for 9,124 women who used emergency shelter with those for 8,757 similar women who did not. Rates of mental illness and substance use disorders were significantly higher among homeless women. Adjusted odds of having nine pregnancy complications were also significantly higher for homeless women and remained substantially unchanged after we adjusted for behavioral health disorders.

The Supplemental Security Income (SSI) program is an important, means-tested source of income for the families of children with disabilities. Although some research has shown that SSI improves outcomes for these families, policymakers have been concerned about the program’s growth and the poor outcomes that many former child SSI recipients experience in adulthood. In this brief, we summarize research funded by SSA’s Disability Resource Consortium (DRC) on the program’s recent growth and the factors related to receipt of SSI by children. This research reveals dramatic variation in the rate of child SSI receipt at the state and county level, which is partly due to geographic differences in both the population and the economic circumstances that influence program eligibility.

Findings from a national descriptive study of Early Head Start-Child Care Partnerships reveal new information about how partnerships expand access to high quality, affordable care for infants and toddlers. The study describes characteristics of these partnerships, including how they were formed and operated, as well as strategies for implementing partnerships in both center-based child care and family child care homes. It also describes the wide range of services that partnerships offer to children and families who receive care through Early Head Start-Child Care Partnership grant funds. Lessons learned from this study can inform ongoing and future activities of partnerships in early care and education programs as well as training and technical assistance efforts.

Education Leads Home’s State Partnerships on Student Homelessness Project brings together policymakers and practitioners from with the goal of overcoming child and youth homelessness through education. Through the partnership, each state is committed to researching and implementing replicable best practices that address the most urgent needs of their unique homeless student populations. The State Partnerships on Student Homelessness Project is a nonpartisan effort to develop best practices that can be replicated by communities and states nationwide. In its inaugural year of the project, Education Leads Home (ELH) awarded six states – California, Kentucky, Hawaii, Nevada, Oregon, and Washington – small grants through a competitive process. ELH will provide ongoing technical assistance.

Times are changing rapidly for families—our households, work and the workforce do not look like they did just a decade ago. Challenges and barriers for parents continue to grow – skyrocketing costs of health care and child care, lack of flexibility at the workplace, and less time at home. Working parents have to balance their budget and time across an ever-changing landscape of needs: from caring for themselves, their children, and older family members, to affording quality child care and paying household bills. Removing barriers so families can care for their loved ones requires us to rethink and update the supports in place for working parents to keep up with the realities of a changing workforce.

Because many children attend elementary schools in their own neighborhood, a child’s access to high-quality schools is dependent on where they grow up. Racial residential and school segregation, along with policies and practices that inequitably distribute resources across neighborhoods and schools, have created a system in which students of color often lack access to high-quality schools compared with white students residing in the same region.

Stricter work requirement policies for the Supplemental Nutrition Assistance Program (SNAP) at the federal level were left out of the recently passed farm bill, but state policymakers are still considering whether to expand or establish their own work requirements for SNAP and Medicaid, with the goal of incentivizing employment. There’s no question that good jobs help spur upward mobility. But if we are serious about helping people work, we have to get serious about helping people improve their skills.

Using the story of Lily, a resilient, hopeful Muppet whose family is experiencing homelessness, Sesame Street developed a set of free, bilingual resources for children and families experiencing homelessness and the providers who serve them. Many different kinds of providers serve children experiencing homelessness, including school district homeless liaisons, early childhood programs, and homeless assistance and housing programs. To help these providers quickly and effectively leverage Sesame Street’s resources in the context of their specific work, SchoolHouse Connection has produced tip sheets organized by provider role.
