The series highlights the promising work of the EHS-CCPs to date, particularly related to pandemic recovery and stabilization, workforce support, and expanding access to holistic support for children and families, especially mental health support. The briefs highlight the many roles that states can play in establishing and expanding their own EHS-CCPs, including by using Preschool Development Grant Birth to Five funding and aligning CCDF quality funding with supports needed to establish and grow the Early Head Start model.
The EHS-CCPs take many forms in states and communities across the country, but all provide resources to child care partners to deliver high-quality services aligned with the holistic Early Head Start model. This includes ensuring access to early learning for infants and toddlers; vision, hearing and developmental screenings; connections to health supports, including mental and dental healthcare; supports for families — including connections to prenatal care and economic, education, housing, and health supports; and coaching and access to credentials and higher levels of education for the workforce. In some states, the EHS-CCPs have prompted important policy changes that align standards across these two programs, reducing the burden for communities and providers.

In an economy that is supposed to operate as a meritocracy—but rarely does—too often, we see low wages and assume both the work and workers are low-value. This bias makes us overlook people for better-paying positions in which they might have excelled, hindering their social mobility.

There are opportunities for federal and state policies to better support postsecondary institutions in serving students who are parents and their families. Policymakers can incentivize partnerships, name students who are parents as special or target populations, and facilitate financial aid processes that address the needs of families. Where possible, policies can also encourage creative and innovative approaches to leveraging existing programs to facilitate access and successful completion for parenting students. These recommendations seek to promote policy changes that address the critical supports students raising children and their families need for successful completion: affordable and quality child care, financial aid, wraparound services, and workforce readiness.

In 17 years, the Family Independence Initiative has enrolled 3,000 families — four people per household on average — and is operating in 14 different cities across the country. Now the initiative is making a move into 10 neighborhoods across Chicago. With a $2.6 million backing from Google.org and the City of Chicago, the organization hopes to combat poverty and improve the quality of life for 1,000 families on the South and West sides by giving money directly to them while also strengthening their social ties.

Youth Villages is one of the nonprofits highlighted in this year’s annual giving guide released on Monday by the Center for High Impact Philanthropy at the University of Pennsylvania. The center, which researches and promotes charities that offer the most effective social good in specific areas, says one in eight people ages 16 to 24, or 4.9 million nationally, are considered disconnected, meaning that they don’t have a job and are not in high school or college. The rate is considerably higher in rural areas than urban ones. While these numbers have dropped since the depth of the Great Recession, the impact of that economic turmoil is still reverberating.
