Some colleges enhance those services through reduced adviser caseloads and more comprehensive, frequent guidance, which can improve students’ semester-to-semester retention and average credits earned. The Youth Risk Behavior Survey (YRBS) was first developed by the Centers for Disease Control and Prevention (CDC) in 1990 to assess the health risk behaviors of youth and adults in the United States. For the first time since the survey has been widely administered, the 2017 YRBS optional question list included two questions pertaining to homelessness. SchoolHouse Connection analyzed demographic and risk factor data from the YRBS in 17 states[1], comparing high school students experiencing homelessness and those not experiencing homelessness. This series shares the striking and heartbreaking results of that analysis, with tangible action steps schools can take to promote safety and health for students experiencing homelessness.

Parent involvement is associated with child academic outcomes, positive behaviors, and social skills. This qualitative study explored school-based parent involvement barriers experienced by nine low-income mothers. In-depth interviews were used to collect data from mothers participating in a community-based program offered in a large public housing neighborhood. Findings included three main barriers: (a) cultural and language differences in their children’s school, (b) undertones of racism from teachers and parents, and (c) being the primary caregiver or sole provider for their children. Although all parents experience challenges to school involvement, low-income mothers face additional obstacles preventing them from engaging in their children’s schools. This perceived lack of school involvement can lead to feelings of helplessness, shame, and stigma.

Serious mental illness (SMI) is a disabling condition that develops early in life and imposes substantial economic burden. There is a growing belief that early intervention for SMI has lifelong benefits for patients. However, assessing the cost-effectiveness of early intervention efforts is hampered by a lack of evidence on the long-term benefits. We addressed this by using a dynamic microsimulation model to estimate the lifetime burden of SMI for those diagnosed by age twenty-five.

Federal safety net programs are intended to protect the most vulnerable Americans—such as the elderly, people with severe disabilities and young children. Housing assistance plays a critical role in the safety net, providing decent, safe, and affordable housing for millions of extremely low-income and vulnerable families—though, because it is not an entitlement like other federal safety net programs, the assistance available falls far short of the need. Housing subsidies free families to spend on other essentials like healthy food, education, and health care.

The authors draw on interviews with 50 families in Cleveland and its suburbs to uncover their experiences in choosing a home and school for their children in the suburbs. Nearly all families were seeking the “package deal”— good schools in good neighborhoods — and looked to the suburbs to find it. Families were often convinced of the superior quality of suburban schools but, owing to the legacies of enduring structural racism and emerging segregation in the suburbs, Black families were more likely to be disappointed in their suburban schools than their white counterparts. Families of color were also constrained by the legacies of enduring structural racism that has reproduced racial inequalities.

ASAP is a comprehensive program that provides students with up to three years of financial and academic support and other support services to address multiple barriers to student success, with the goal of helping more students graduate within three years. MDRC’s random assignment evaluation of CUNY ASAP found that after three years, 40 percent of ASAP students graduated compared with just 22 percent of control group students. After six years, ASAP students continued to outperform the control group, with 51 percent of the program group earning degrees compared with 41 percent of the control group.

Nearly 115,000 students in New York City schools experienced homelessness during the 2017–18 school year, according to new data released by the New York State Education Department (NYSED) last month. As reported by the New York Times, that figure represents 1 in 10 New York City public and charter school students. Our look at the data on noncharter public school students shows that even that alarming share hides the pervasiveness of student homelessness in some communities.

Research shows that the racial composition of the public school student population has changed substantially over the past 25 years, but student racial sorting among schools has remained relatively stable. A growing body of research shows that school segregation matters for the educational and socioeconomic outcomes of students of color. To fix it, however, we have to understand why racial segregation has persisted.

Some 15% of U.S. households with school-age children do not have a high-speed internet connection at home, according to a new Pew Research Center analysis of 2015 U.S. Census Bureau data. New survey findings from the Center also show that some teens are more likely to face digital hurdles when trying to complete their homework.

Now that free and reduced price lunch (FRPL) status as an indicator of economic disadvantage is in decline, stakeholders are turning to replacement measures. Given the extent of socioeconomic and racial segregation in most school districts, neighborhood-level measures of economic distress seem like an appealing, easy-to-measure alternative, but this seemingly intuitive solution does a bad job of predicting FRPL rates and performs worse in places where it is more critical to get it right.

The potential impacts of expanding the regulation known as “public charge” have yet to be fully understood, but experts anticipate that young children in immigrant families—more than 90 percent of them US citizens—could be disproportionately affected. The proposed rule could make it more difficult for noncitizens to obtain green cards or temporary visas by negatively weighing several factors during the immigration admissions process, including current or potential participation in safety net programs such as Medicaid and the Supplemental Nutrition Assistance Program.

More than 56 million people live in communities that are classified as high opportunity areas. These neighborhoods often provide access to certain amenities or community attributes that are believed to increase economic mobility for their residents. However, they are also often encumbered by high costs of living and dense populations. As a result, the supply of affordable housing is unable to support the demand. In an effort to combat this, there has been an increased focus from research, policy and affordable housing groups on deconcentrating poverty and promoting affordable housing in high opportunity areas.

There are opportunities for federal and state policies to better support postsecondary institutions in serving students who are parents and their families. Policymakers can incentivize partnerships, name students who are parents as special or target populations, and facilitate financial aid processes that address the needs of families. Where possible, policies can also encourage creative and innovative approaches to leveraging existing programs to facilitate access and successful completion for parenting students. These recommendations seek to promote policy changes that address the critical supports students raising children and their families need for successful completion: affordable and quality child care, financial aid, wraparound services, and workforce readiness.
