In March 2020, the COVID-19 pandemic forced many public housing authorities (PHAs) to quickly adjust their operational procedures to protect their staff while providing emergency assistance to residents. Many PHAs had to close their offices and convert to remote operations almost overnight, while staff focused on supporting their tenants by delivering them food, doing wellness checks for vulnerable residents, and ensuring they had access to and in some cases providing the technology needed for children to attend school remotely and isolated residents to remain connected to friends, family, and service providers. Moreover, as the economic crisis caused by the pandemic worsened, PHAs were under pressure to rapidly adjust rents for tenants who had lost income and process housing choice voucher (HCV) applications so people could use their vouchers to find housing. This brief provides insights into how public housing authorities used additional flexibilities that became available through a series of HUD-issued regulatory and statutory waivers, and makes the case for the potential benefits for added flexibilities for the HCV and public housing programs going forward.

Houston children continue to be poisoned by lead even though childhood lead poisoning is considered the most preventable environmental disease among young children. In the past three years, almost 1,200 Houston children between 0 and 72 months old were found to have lead in their blood above the reference value of concern set by Centers for Disease Control and Prevention. The Houston Health Department (HHD) has hosted the Lead-Based Paint Hazard Control Program (LBPHCP) for over 25 years, with the goal of providing a lead-safe home environment through home investigations and home lead abatement.

For many years, the vulnerabilities of children experiencing homelessness have been glossed over on the assumption that their innate resilience would overcome the impact of homelessness. As someone who worked in the field, I would often hear, “Oh, they’ll never remember.” Today we know better. We know more about how the brain develops and about how trauma impacts brain development. There is a growing recognition among providers that these early years are critical for establishing a foundation for emotional, mental, and physical wellbeing, and that we don’t get a second chance at early childhood.

Housing quality, instability, and unaffordability threaten the well-being of millions of children across the nation. Research shows that housing is the first rung on the ladder to economic opportunity and that a person’s access to opportunity is intrinsically linked with that of the community where they live. As home prices increase, the gap between rents and incomes continues to widen, and nearly half of today’s renters are cost burdened. The administration has proposed an expansion of the “public charge” rule that would make it more difficult for applicants whom officials deem likely to rely on public assistance to obtain lawful permanent residence (a “green card”) or a temporary visa. Among other changes, the rule would expand public charge determinations to include an applicant’s enrollment in the Medicaid program. Adding Medicaid to the list of public charge benefits that would be considered may force immigrants to choose between health insurance coverage and a future green card—with adverse consequences for parents and their children.

This report is intended to help public health advocates and policymakers formulate input into the QAP process, with the objective of developing healthier homes. We describe the rationale for including a wide range of public health-related criteria in QAPs, identify and describe QAP criteria that can have a positive impact on public health, and suggest how public health advocates can get involved in revising their state QAPs.

Practitioners and community advocates working at the intersection of housing and health have a unique role to play, both in guaranteeing quality affordable housing remains available for people of all incomes, and in making sure new investments in neighborhoods contribute to a healthy environment. To support those efforts, this guide includes the following: An overview of how renewed interest in urban centers is affecting housing affordability; A summary of the research linking rising housing costs to poor health outcomes; A set of key recommendations communities should consider as part of an overall approach to preserving, protecting, and enhancing affordable housing; and A library of local housing policies and strategies that communities can use to ensure the availability of affordable housing options, with a particular focus on rental affordability.
