Over five years in the making, FAIL STATE investigates the for-profit college industry and the decades-long reports of student loan abuse within the sector. The film’s central thesis: aided by a cabal of politicians, nationwide disinvestment in public colleges and universities, and an unscrupulous desire to maximize profits at all costs, for-profit colleges have exploited millions of low-income and minority students, leaving them with worthless degrees and drowning in student loan debt. With echoes of the subprime mortgage crisis, director Alexander Shebanow traces the rise of the for-profit college industry in American higher education and uncovers a story that the Los Angeles Times calls “truly eye-opening and crucial.” The film premiered to sold-out shows at DOC NYC, SXSW EDU, Cleveland International, and debuted on STARZ in December 2018. In 2015, the Supplemental Nutrition Assistance Program (SNAP) prevented 8.4 million people from living in poverty. This essential and effective safety net program helps people with low incomes purchase food for themselves and their families—an estimated 40.8 million Americans were living in poverty in 2015; absent SNAP benefits, that number would have been 49.1 million. Despite its success, SNAP is facing rule changes that would cause people to lose benefits—harming those who need it most and weakening the poverty-fighting power of the program.

The nation has large, pressing infrastructure needs, which are often felt most acutely in low-income communities due to decades of policy choices and lack of public and private investment. As federal lawmakers consider investing in infrastructure, a core priority should be to direct substantial resources across a range of areas to low-income communities, which could expand their access to safe living conditions and economic opportunity.

On March 28, 2019, the campaign released the results of a national public opinion poll that it commissioned through Hart Research Associates. The poll is the first in several years to extensively assess the extent to which the public considers housing affordability to be a problem in their communities, whether they have had to make sacrifices in other areas of life because of housing costs, whether they expect action from elected officials, whether they are more likely to vote for a candidate that has a detailed plan to address the problem, and their openness to the specific policy solutions outlined in the campaign’s National Policy Agenda. The poll will help inform national policymakers about how the public views the issue of housing affordability, its impacts on other sectors, and specific policy solutions.

To equip municipalities with the skills and tools to address these challenges, New York State created the $12 million Cities for Responsible Investment and Strategic Enforcement (Cities RISE) program, which provides leadership, management, and technical support to help 16 municipalities address deteriorating homes, vacant properties, and neighborhood decline through strategic code enforcement. Cities RISE uses code enforcement strategies to advance broader community development goals, and, in doing so, helps municipalities align programs aimed at improving residents’ quality of life.

Last month, the Los Angeles County Board of Supervisors voted unanimously to dedicate $5 million to preventing housing discrimination and to develop an ordinance to protect housing choice voucher holders from source of income discrimination. The supervisors have until May to draft the ordinance’s language and have not yet developed a timeline for enacting it, but these actions are a step toward expanding voucher holders’ housing options.
