Housing quality, instability, and unaffordability threaten the well-being of millions of children across the nation. Research shows that housing is the first rung on the ladder to economic opportunity and that a person’s access to opportunity is intrinsically linked with that of the community where they live. As home prices increase, the gap between rents and incomes continues to widen, and nearly half of today’s renters are cost burdened. Child welfare professionals, educators, and pediatricians can strengthen their work by understanding the central importance of housing as a determinant of...

The administration has proposed an expansion of the “public charge” rule that would make it more difficult for applicants whom officials deem likely to rely on public assistance to obtain lawful permanent residence (a “green card”) or a temporary visa. Among other changes, the rule would expand public charge determinations to include an applicant’s enrollment in the Medicaid program. Adding Medicaid to the list of public charge benefits that would be considered may force immigrants to choose between health insurance coverage and a future green card—with adverse consequences for parents and...

Treating opioid use disorder among homeless families can reduce hepatitis C transmission, infant drug withdrawal, and overdose, which is the leading cause of death among people experiencing homelessness. Although office-based treatment is effective for homeless patients, homelessness (especially among families) creates barriers to office-based opioid treatment, such as stigma, child care needs, or distance from an office site. To reduce barriers to treatment, the Family Team at the Boston Health Care for the Homeless Program added a shelter-based opioid treatment program to its outreach...

After decades of sprawl and suburban dominance, U.S. cities are experiencing rebounding populations, growing employment, and new public and private sector investments in places that are walkable, transit-oriented, and support diverse people and amenities. But we know that the benefits of these trends are not equally distributed, presenting an urgent opportunity for local and regional leaders to advance place-led development that produces better economic outcomes for more people in more places.
To help deliver on that imperative, the Metropolitan Policy Program at Brookings launched the...

In this report, we examine how housing code enforcement in Memphis, Tennessee, could prioritize public health as a key outcome and better coordinate with public health agencies, community health nonprofits, and other health care institutions. We use both qualitative and quantitative data collection and analysis to explore how housing code enforcement works and how it might expand to address public health as a key outcome.

More than 56 million people live in communities that are classified as high opportunity areas. These neighborhoods often provide access to certain amenities or community attributes that are believed to increase economic mobility for their residents. However, they are also often encumbered by high costs of living and dense populations. As a result, the supply of affordable housing is unable to support the demand. In an effort to combat this, there has been an increased focus from research, policy and affordable housing groups on deconcentrating poverty and promoting affordable housing in high...

Many youth experiencing homelessness report avoiding shelters because they don’t feel safe there or can’t relate to the older adults, but they often don’t have another option. It’s a problem that many jurisdictions are working to correct, understanding that although homeless youth and homeless adults have similar needs, reaching these young people may require different spaces and different strategies.

It’s no secret that survivors of domestic and sexual violence make up a large percentage of the families and individuals who seek help from the homeless/housing services system. No one expects homeless/housing programs to become an extension of the victim services system. But the intersection between homelessness and domestic and sexual violence requires both systems to do their work with that reality in mind.

National estimates are that roughly 80% of homeless mothers with children have previously experienced domestic violence. Even with its strict and limited definition of homelessness, applying this estimate to HUD’s most recent data reveals that over 230,000 children living in shelter have been exposed to the traumatic and long-term effects of domestic violence at some point. At a time when the nation is experiencing a national crisis of child homelessness, we can no longer afford to ignore this critical connection.

Around the country, there is a growing understanding that survivors of domestic violence often need more than emergency shelter to become safe from violence and establish stable homes. Communities are employing innovative strategies and practices that help address survivors’ unique situations, such as flexible funding and domestic violence rapid re-housing. This momentum is matched by increasing resources from federal, state, and local funders interested in supporting safe housing solutions. But until stakeholders recognize the extent of the need for safe housing, many survivors will continue...
