The Home Preservation Initiative (HPI) for Healthy Living seeks to improve asthma outcomes related to unhealthy housing in five neighborhoods in West Philadelphia. By combining home repairs and community health worker home visits, HPI aims to significantly reduce emergency department visits and hospitalizations due to pediatric asthma. For these primarily African-American communities, substandard housing, unemployment, low wages and a lack of education are barriers to the overall health and well-being of residents. Recently, several of the BUILD communities approached us with a seemingly straightforward question about how many housing inspectors other cities have to enforce their rental codes and protect residents from unsafe housing. They intended to use this information to better understand the role housing inspectors play within different communities, since they are often a major stakeholder in identifying and addressing building related issues that directly impact the health of residents (e.g., chronic asthma).

To understand more about housing from an epidemiologist’s perspective, we spoke with Earle Chambers, an associate professor in the Department of Family and Social Medicine at the Albert Einstein College of Medicine. Chambers has documented the connections between housing and neighborhood conditions and health disparities among low-income Latinos in the Bronx.
