One Summer Chicago Plus is a jobs program designed to reduce violence and prepare youth living in some of the city’s highest-violence neighborhoods for the labor market. This study was carried out over the summer of 2013 in partnership with the Chicago Department of Family and Support Services. It found that the program, which provided a six-week, minimum-wage job for 25 hours a week, reduced the number of violent-crime arrests for participants by 33 percent over the subsequent year. The One Summer Chicago Plus 2013 study—accompanied by a long-term follow-up of the 2012 program—closely...

These partnerships build “community capacity,” as a way of promoting local problem solving and community well-being over the longer term. But, there has been only limited research on which patterns of neighborhood networks are most conducive to implementing effective collective work. This report uses social network analysis, drawing from a network survey, and extensive field...

The county’s preliminary results look promising: more than 78% of Vital clients were booked into jail less often once enrolled in the program for at least six months. On average, Vital participants went to jail about a third less often per year compared to the three years before their enrollment. Grand Rapids, Michigan, is one of the fastest-growing US cities with economic opportunities for businesses. We jumped to the top of polls for the best cities to start a business in 2015 and have maintained top rankings ever since. We also top national lists for best places to call home and raise a family. This does not tell the whole story, though. Communities of color struggle to thrive here. We rank among the worst large US cities for African Americans economically. Almost 40 percent of African Americans in our city live in poverty. They are three times as likely to be unemployed as whites...

While the program has changed very little since its inception, the need for the program has increased. In 1975, the number of program grantees stood at 594. Today, the number of grantees stands at 1,268 as more communities qualify to receive direct program allocations. Based on a CDBG Needs Survey conducted by the CDBG Coalition (and discussed later in this report), CDBG grantees have delayed and canceled projects and reduced or permanently eliminated programs because of a lack of CDBG funds. CDBG is an important investment tool for communities and neighborhoods, but program funding must...

Now colleges and universities themselves are pulling together more permanent solutions, often in collaboration with local housing authorities and non-profit partners. In some cases, colleges and universities are trying to avoid losing enrollment; not surprisingly, students in unstable living environments or who can't afford food have poorer physical health, symptoms of depression and psychological stress, and are more likely to drop out, research shows.

Kaiser is investing $200 million in low-interest loans for affordable housing nationwide. This may be part of a growing national trend of health maintenance organizations investing in housing to improve community health. In Phoenix, United Healthcare lent money to a community development corporation, Chicanos Por La Causa, to purchase apartment complexes for Medicaid recipients. In Chicago, the University of Illinois Hospital helps to find permanent housing for homeless people who regularly present at its emergency department.
