Place-Based Housing Assistance Committee

The purpose of the CLPHA Place-Based Housing Assistance Committee is to provide membership input on policy, program and funding issues pertaining to place-based housing assistance that are of interest and importance to the CLPHA membership.  The committee will play a lead role in forming CLPHA’s policy positions and priorities as CLPHA considers what is needed to preserve, improve and expand place-based housing assistance.  Committee members will share their expertise on topics including preservation, mixed finance, redevelopment, and recapitalization.

Tenant-Based Housing Assistance Committee

Emergency Housing Voucher Working Group

The CLPHA EHV Working Group has been temporarily convened to address challenges related administering emergency housing vouchers. Group members will:

  • share information and best practices related to administering emergency housing vouchers
  • provide important updates to share with CLPHA membership
  • provide policy guidance to CLPHA and HUD
  • assist with drafting and providing feedback on CLPHA public communication on EHV (comment letters, action alerts, CLPHA policy agenda documents, etc.)

CDP Sub-Grantees

Through CLPHA’s grant from the Center for Disaster Philanthropy’s (CDP) COVID-19 Response Fund, ten sub-grants were given to member PHAs across the country to meet the ongoing needs of residents during this pandemic. Recipients will use their grants to meet immediate and locally defined needs in the areas of public health, education, employment, and basic urgent needs of their residents that have been exacerbated by COVID-19 for a wide range of projects.

Landlord Engagement in High-Cost Communities

Engaging and recruiting private landlords and property managers to rent to low income households receiving subsidies and vouchers is becoming increasing difficult in high cost communities. Voucher holders compete with market renters for affordable housing. When given the choice, many landlords would rather rent to someone with a higher income and less barriers than a voucher holder. Housing Authorities are challenged to find innovative ways to engage, recruit and retain landlords that are willing to set aside units or select renters that have vouchers or other barriers.
