For providers in the Supportive Housing arena, it is no secret that the road to recovery begins with housing. However, this fact has not always been recognized by major healthcare entities, like Medicaid. Thankfully, this mindset is changing and Supportive Housing organizations now have the ability to cover many of their services via Medicaid. Since the rules and requirements vary tremendously state-to-state, many providers feel overwhelmed with the documentation required to bill Medicaid. Half of public housing authorities (PHAs) are engaged in at least one health initiative, almost all in partnership with the health sector, according to a new report by the Council of Large Public Housing Authorities (CLPHA) and the Public and Affordable Housing Research Corporation (PAHRC).Health Starts at Home: A National Snapshot of Public Housing Authorities' Health Partnerships finds that PHAs are key players in addressing the intersection of housing and health and that deepening partnerships between PHAs and health providers can better serve residents' and communities’ health needs. Stephen Lucas (CLPHA), Keely Stater (PAHRC), and Kelly McElwain (PAHRC) discuss health initiatives taking place at PHAs across the country and strategies for better serving communities with cross-sector partnerships.

The Support and Services at Home (SASH) program in Vermont aims to coordinate care and assist participants in accessing the health care and support services they need to maintain their health and age comfortably and safely in their homes. Most program participants are residents of U.S. Department of Housing and Urban Development (HUD)-assisted properties or Low-Income Housing Tax Credit (LIHTC) properties. Our objective is to estimate the impact of the first 5 1/2 years of the SASH program on the Medicare expenditures of these participants.

On June 7, 2016 CSH invited a diverse group of national experts from the housing, homeless prevention, Substance Use Disorder (SUD) treatment, mental health, criminal justice and recovery fields for a special meeting on the topic of addiction recovery and housing. The primary goal of the convening was to engage participants in a thoughtful discussion around how CSH can work with our national and local partners to promote recovery in supportive housing and ensure that supportive housing is part of the continuum of recovery supports available for people living with addiction.

This report aims to bridge a knowledge gap between the affordable housing and healthcare fields that limits their ability to implement health and housing projects and partnerships. These two sectors have begun to realize how much they overlap, but while great work has been done to expose practitioners in both fields to information about their shared interests and common goals, the results to date have been relatively modest.
