Homelessness is a traumatic experience with long-term consequences, particularly for infants and toddlers in their most critical stages of development. Yet homelessness among young children is hidden. Lack of shelter, fear of having children removed from parental custody, and restrictive eligibility criteria for housing programs mean that most young children experiencing homelessness stay in places that are not easily identified. To this end, SchoolHouse Connection and Poverty Solutions at the University of Michigan analyzed data from twenty states that have formed broad-based coalitions to move prenatal-to-3 priorities forward. This report describes the prevalence of homelessness among infants and toddlers in these twenty states; gaps in access to early learning programs; and recommendations for increasing enrollment and support.

The Centers for Disease Control and Prevention found that Black women are three times more likely to die from pregnancy related causes than white women. With the majority of PHA residents being Black, Indigenous, or people of color, PHAs understand they play a critical role in addressing racial inequities through increased focus on maternal health. This plenary, announced as part of the Biden-Harris Administration’s Maternal Health Call to Action, will discuss the role of PHAs in supporting the health and well-being of their residents.

Based off of data that Ohio has high rates of infant mortality, housing authorities there are working to address this concern, which disproportionately affects people of color. Under different initiatives, the Akron and Columbus Metropolitan Housing Authorities collaborate with cross-sector partners like mayor’s offices and public health officials to improve outcomes. Panelists will describe their efforts, tactics to reach at-risk families, and ways to fund the work.

Homelessness during pregnancy poses significant health risks for mothers and infants. As health care providers increase their emphasis on social determinants of health, it is important to understand how unstable housing contributes to complications during pregnancy. We linked data about emergency shelter enrollees with Massachusetts Medicaid claims for the period January 1, 2008–June 30, 2015 to compare health care use and pregnancy complications for 9,124 women who used emergency shelter with those for 8,757 similar women who did not. Rates of mental illness and substance use disorders were significantly higher among homeless women. Adjusted odds of having nine pregnancy complications were also significantly higher for homeless women and remained substantially unchanged after we adjusted for behavioral health disorders.

Current efforts to end homelessness are largely focused on the immediate housing needs of adults. Yet recent research further demonstrates the importance of addressing childhood, early care, and education in efforts to prevent and end homelessness. This blog post summarizes five new studies. Topics include homelessness in the womb and during infancy; the Adverse Childhood Experiences of homeless adults; the employment of families during and after stays in homeless shelters; and the impact of Rapid Rehousing on the education of children and youth experiencing homelessness.

Young people are the workers of today and tomorrow. But those who become parents in their teenage years and early 20s, just as they are getting started in the world of work, are often confronted with a harsh reality: odds stacked against their ability to earn, learn and raise a family, which can threaten their children’s future as well as the strength of our communities.

Homelessness among children is correlated with developmental delays, fair or poor health, and high healthcare utilization. Associations of homelessness specifically among infants younger than 12 months, however, are unknown. This study evaluates homelessness during infancy as a risk for adverse infant and maternal health and hardship.

Acknowledging the link between housing instability and expensive health care utilization, Hennepin Health began to include housing interventions in its approach to care coordination and service integration. Through care coordination efforts, this health reform initiative strives to improve quality of care and patient experience while lowering overall costs. Interventions to address housing instability include the Hennepin Health Social Services Navigation Team and Hennepin Health’s partnerships with the Minneapolis Public Housing Authority and the Hennepin County’s Heading Home Hennepin initiative.

We examined the influence of maternal health literacy on child participation in social welfare programs. In this cohort, 20% of the mothers had inadequate or marginal health literacy. Initially, more than 50% of the families participated in Temporary Assistance for Needy Families (TANF), the Food Stamp Program, and Special Supplemental Nutrition Program for Women, Infants, and Children, whereas fewer than 15% received child care subsidies or public housing. In multivariate regression, TANF participation was more than twice as common among children whose mothers had adequate health literacy compared with children whose mothers had inadequate health literacy

In Boston, Massachusetts, the Boston Housing Authority, Boston Public Health Commission, the city’s Inspectional Services Department, the Boston Foundation, and local universities and medical institutions have come together over the last decade-plus to address the intersection of health and housing. Motivated by a desire to improve the lives of Boston’s most vulnerable residents, these organizations began collaborating to address asthma and, more recently, to prioritize housing and health needs for pregnant women. By bridging anchor institutions, foundations, and city agencies around health and housing initiatives citywide, Boston has made strides toward providing healthier housing options and integrated health management and referral systems. This case study highlights how a variety of key stakeholders within one city can collaborate to address the health and housing needs of its vulnerable residents.
